That is the "accepted" rule but may be superceded by building codes. Some places, it is the law. Forcing a neighbor to look at an extremely ugly fence facing him is not a good thing. Some people build fences from scrap material (including graffiti). I faced this situation by installing a shadowbox fence. Looked the same on both sides.

Depends whos fence it is. If the fence is on your boundary side the good side faces you. The other side is probably your other neighbours there fore you would get the rough side. Our neighbour was skint so we bought fencing for her and we have all the good sides!

Legal requirements are that the good side of a fence should face your neighbours. If you face it the opposite way and your neighbours were awkward they could make you turn it round. Be a good neighbour.

With standard £10 a panel stuff,yes. There are some new designs out there that are the same on both sides so it doesn't matter.
