Cyanic and isocyanic acid are not allotropes, but are instead tautomers (allotropes deal with elements which can exist in different forms, e.g. oxygen as O2 and O3). They only differ by their connectivity, with cyanic acid being HOCN and isocyanic acid being HNCO. When the acidic proton is removed from each, you're left with OCN-.

Because they only differ in the physical configuration of their molecules , they are allotropes . Chemically they are the same .
