You should run the battery until it's totally flat after every 10 uses/charges. Although Li-ion Batteries are far less prone to memory effect that older NiCads, they can still suffer if not allowed to complete deplete every so often.
I would avoid storing Li-ion batterries with a full charge for more than a few weeks. Better to store empty and charge up as required.
Your battery should be good for around 200 total recharges so long as you let it run down every so often.

You can charge Li-Ion batteries whenever you want however it's best not to keep them continually charging to keep them at 100% capacity (Leaving the battery on the charger for days and days).
In general these batteries tend to look after themselves (Through internal electronics), but if you want to get the most life out of them there are a few simple points you can follow, such as:
-Allow the battery to cool before charging it again - Do not keep it on charge after it's fully re-charged - Store it in a cool place - try not to let it completely run flat and if it's not going to be used for a few months makes sure the battery has a bit of charge in it. (30% or more)
Just remember that after 3 or 4 years the battery will begin to show signs of wearing out anyway, from the moment these batteries are made unfortunately they begin to degrade no matter how often you use it or how well you look after it.

For best life, store at about 25% charge, and give a 5 minute top up every few weeks. Only charge fully just before use, and try to part discharge before storing. Avoid leaving on charge, or putting away fully discharged.

Yes of course you can.
What you have heard is that from time to time it is a good idead to let a battery go completely flat then charge it from scratch.
Right now, you can charge that battery and it will do no harm
