lil is a truncation of little. Shot off its damn perch can mean either it ceased happening or was made worse. I am not sure which.

lil means little. When someone says "xxx off its yyy perch" it means that it has fallen off of its place - usually an elevated or resting place. xxx can be knocked, pushed, shot. yyy can be any adjective and in this case an emphatic one.
