Haha it's because some people are not entirely vegetarian and choose not to eat red meats. Since Chicken and Fish are not red meats and simply healthier, restaurants figure they can serve them to vegetarians as well. Next time they serve it to you, simply state that your a vegetarian and would appreciate if they could take the fish chowder back and not charge you for it

I am a meat eater and my wife and daughters are true vegetarian, I am also a chef, but am suprised by the amount of caterers that do not understand the concept of vegetarianism. Not only do you have to look for the obvious, but also the hidden ingredients, the stock used for soups and sauces, was it made with meat bones, was the sweet made with gelatine, which is made from bones too!!
In most cases the chefs are not career or professional chefs, but 'jobers' a chef one day a postman the next, employed because they are cheap labour and not as precious as a professional, but in most cases professional chefs will rise to the challange of preparing a dish made with vegetables and do so enthusiastically.
My wife and I live in Spain and constantly checking when we order a 'vegetal plato' that there is no tuna or anchovy in it. If I go to the same restaurant more than once and am served by the same person and have the same problem I consider them to be down right rude and ignorant!!

Fish contains omega-3 fatty acids which are essential to proper brain functioning. I know now that there are some non-fish sources of this, but I don't know if they are in concentrations high enough to be sufficient to substitute for fish - that would be a good question to ask the dieticians and nutritionists watching this forum. Shrimp is high in cholesterol, and chicken is definitely not a vegetable - maybe that wait staff was just being nasty.

A lot of "vegetarians" do eat fish. It is not considered a meat. There are also a lot that only omit red meat, meaning they will eat poultry and fish.
If you want to eat only veggies at a restaurant it is best to say you are Vegan, not Vegetarian, that way they will omit all meat/fish products from your meal.
