Because at sea the horizen is 30 miles out and in contrast to the blue sea and the blue sky is a thin strip of haze grey. So when outside of 30 miles whether you are a fishing boat or a carrier you will blend in to the horizon. And probably also by the fact that the only natural screen at sea is fog... which is always grey, so why not match it just in case. Haze grey and underway. Thats why "Old Salts" say

"If you cut me all your gonna get is haze grey and salt water"

Ships have to be repainted constantly due to the corrosive effect of the salt water. An elaborate pattern would require too much manpower/supplies to maintain. Haze Grey gives the best concealment of any solid color for all weather conditions.

The horizon is grey while at sea. Thus, ships are painted Haze Grey to help them disappear into the horizon.

Because when you're on the surface, the horizon appears hazy. The gray color blends in to the horizon haze and makes the ships hard to see.

same reason AF fighter jets are. visual stealth. flat dull grey is hard to see at great distances against a "blue" sky.
