Are there any requirements other than plugging the cord into a cigarette lighter for GPS devices in a vehicle?

None other than signal streangth. You may need an external antenna. They are smaller than a cell phone (kinda like for sat. radio) and don't take up much room and can be mounted most any where. You may find by setting it on the dash that you don't need any thing else.
