If you're intent on doing both, there are plenty of places that offer packages for both tours. I remember there was a few places that booked these, one in Byron, but a few in Brissy as well. Both were pretty fun, driving on Fraser is a hoot after driving a camper van (I had a 4speed hiace that topped out at 105kph). And the Whitsundays are beautiful.

If you're looking to go on the cheap, you can try and find a cheaper boat to go out in Airlie Beach. Some people will work for passage on the tours, doing cooking and such. If that appeals to you, then I'd simply book the Fraser tour on its own and then try and find work in Airlie.

One note. Between Fraser and Airlie was the best place I stopped in OZ. You should not miss it. Stop in Agnes Water, just North of Bundaberg. I would stay for at least three nights in Cool Bananas, which is simply an incredible hostel, and completely worth it. The town itself is lovely and if you want to stay on, there is also cheap camping for 4aud which has bathroom and shower access. I had amazing times at both Fraser and Airlie Beach, but Agnes Water and Cool Banana's was better than both. Trust me on this one. When you check in, tell them that the concierge sent you, Greg'll know what you mean.
