Sin is what separates us from the filling of the Holy Spirit, and obedience to God is how the filling of the Spirit is maintained. Although our focus should be to be filled as Ephesians 5:18 commands, praying for the filling of the Holy Spirit is not what accomplishes the filling of the Spirit. Only our obedience to God's commands allows the Spirit freedom to work within us. Because we are sinful creatures, it is impossible to be filled with the Spirit all of the time. We should immediately deal with sin in our lives, and renew our commitment to being Spirit-filled and Spirit-led.

acts 2:38 repent, everyone of you and be baptized in the name of Jesus Christ and ye shall receive the gift of the Holy spirit.
it is very difficult to find a true preacher to do this now days. they refute this with mathew 28:19 when jesus said, go ye into all the world and preach the gospel, baptizing them in the "NAME" of the father, son, and holy spirit.
they say there is a contradiction here but there is not. they just don't understand because there false doctrine blinds them to the truth. father , son, and holy sprit are just titles. it is not the "NAME". The apostles recognized this and were obedient to the commission Christ gave them and only baptized in the Name of the Lord Jesus Christ. for that is The "NAME" of the father son, and holy spirit.

The Bible says that he who has not the Spirit of God are none of His - which translates to everyone who has received their salvation has received the Spirit of God or the Holy Spirit. We don't get saved and then months or years later receive the Holy Spirit.
The term 'filled' means to be under His control.

Well if you are a believer you have the Holy Spirit living in you already as a deposit and he guides you as well as prays for you with groans. There is also the baptism of the Holy Spirit some believe exists. I believe it is Biblical. You have to be open to the Spirit while others lay there hands on you and pray for you to recieve him. With a clear conciense and the right reasoning to seek His filling i believe he comes in more measure. I've witnessed this before and it is true. People begin to talk in tongues and praising the Lord. It is absolutly amazing.

I went to an Acquire the Fire (BattleCry) event in San Antonio in February. It's an event that goes all around the country helping teenagers in this genereation of corruption to stand up for the moral and Christian things that made this nation great. I went with my youth group and it was amazing. It's basically a concert/teaching/drama that lures the teens with Christian rock bands and then reaches them through speaking and a comedy/drama. Both days start with worship and music and later in the nights on both nights, after the deep teaching session, of course there is the altar call. Teenagers and young adults throughout the entire arena were on their knees, and dude this is crazy, at the same time almost simaltaniously, two people who were praying and asking for forgiveness loudly and then they started speaking in tounges. The word is a true tool and the way it's teached is the key.

Becoming filled with the Spirit is a second blessing, once having your sins forgiven the root of sin is laid bare, the sinful nature is exposed. One must ask and believe by faith and the grace of God supplies the infilling, or baptism with the Spirit of God, it comes in connection with being crucified with Christ. It comes when we surrender our all on the altar of sacrifice. It comes as we make our soul a whole burnt offerring to God, for God and unto God alone. It is marked by a cleansed life free from the sin nature. It is not a one time thing however, The Scriptures admonish us to be filled - is to be constantly, continuously refilled daily as we have need to go on into all the fullness of God.

Draw near to God and He will draw near to you.
I am a Christain and im filled with the Holy Spirit.
Draw near to God by going to church and listen to the message that is given. Or read the Bible.

Jesus said he would send a sacred ghost to keep them company until he gets back.
After his holy ascension they convened a big meeting, and the sacred ghost shows up, only it's Jesus' uncle wearing a sheet.
He serves wine and muffins, and before long they are talking in a language they don't understand.
It's all very mystical, and if you are an atheist don't bother.
