This program needs to be able to actually edit an image. I need to take images, and make them into stencils.

Here's a couple of goodies if you don't feel like paying a fortune for Photoshop or Photoshop Elements:

iPhoto has some photo editing functionality also, but I'm sure you're looking for more than that.

Click on the Blue Apple in the title bar and choose:
Mac OS X Software...
Then, search for imaging software.
