Arnold Schwarzenegger started when he was 12. Yes its safe, but follow the safety precautions. Oddly, it is the repeated lifting of low weights that seems to the most good, with just a few "reps" of the heavy stuff. Always have a "spotter", and perhaps ask somebody at your school in the athletic department for some advice and supervision - they should be able to help you. If you do too much it will stunt the growth of your bones by causing the growth plates on the ends of your bones to shut down prematurely. I was almost almost 6' tall when I was 13, so I wouldn't have cared but I didn't lift then either. It depends on you. You'd be better off doing physically active sports that challenge your heart and lungs and muscles randomly instead of repeatedly hitting the same muscles with weights.
If you are really into sports, I'd suggest that you look up some sports trainers on google, then e-mail them a serious and detailed e-mail asking them for some detailed advice on what is safe and what is not and at what age you could start.

Yes just don't over do it and give yourself plenty of time to heal the muscles you rip when you lift. I started when I was 13 barley lifting the bar, when I was 15 I was benching at 275lbs, and at 17 - 325lbs.

yes i have started at like 12 or so just go easy like just the 45lb bar then if you can eassily do that just add 5 more to a side
