My cat used to have the really bad habit of attacking anything that was paper: toilet paper, paper towels, tissue paper, even regular writing paper and small pictures that were on the mantle of my chimney. The last straw was when he anhilated an entire brand new roll of tissue paper and ended up swallowing some of it and then vomited it all over my husband's rug. Our cat was still a kitten under a year old. Our solution was to simply close all bathroom doors to keep him away from the toilet paper. We also got into the habit of throwing all paper into the garbage can in our kitchen which is a twelve gallon can and we took the roll of paper towels and either put it on top of the refirigerator or inside the pantry and closed the pantry door.
Unfortunately, this is a phase that your cat is going to go through. For our cat we also bought him a bunch of toys, particularly nice solid balls that he could chew on since he was ripping every toy apart that we were getting him. I don't know how old your cat is, ours is almost two years old and it took him well over a year, almost a year and a half to break him of this habit. Just be patient with your cat. Play with her as much as you can and with time she'll stop attacking paper in general. Good Luck. Oh, and one more thing, catnip has nothing to do with her attacking paper, my cat never liked catnip and never really ate it but still went crazy around a roll of paper towels.

close the door to the bathroom or keep your cat in a seperant room. If you dont feel like that will work, cover the paper with something when you are not using it, that way it cant ruin it!
But if it tares the stuff you cover the paper with, you ight want to buy some toys for the cat and play with it more! Just in case, keep a watchful eye on it until it stops ruining the paper if it ever does! I hope my advice works! GOOD LUCK!

Of the 4 we have, one has a fixation with toilet paper and paper towels and seems to have radar as to when we bring it in the house. He will even tear the packaging open to get to it. We have tried everything to keep him from finding it, but since he thinks I can't go into the bathroom without his help, it is hard to keep him away from it. Out of desperation I have learned to take a toy that he loves with me when I am doing my hair or brushing my teeth so I can get him out of there. So far this has worked pretty well.
All 4 of our babies go to sleep after their catnip fix so taking that away would be cruel and unusual punishment. We were lucky in that, I guess. I did try the Bach Flower Remedy to calm them down when I took them to the vet and that does seem to calm them some, but not much.

My cats don't mess with the toilet rolls so I can't vouch for this but maybe? http://www.improvementscatalog.com/home/improvements/2558-tp-saver-2.html
I've also seen (somewhere a while back) a toilet paper thing where the roll was on the roller inside a clear plastic tube, the tube had this spring gizmo so a human could push the tube to the side exposing the roll but the clear tube would spring back to cover the roll as soon as no one was pushing it to the side anymore. Sorry, can't remember where I saw it but you might be able to figure something out along those lines maybe?

Does she unroll them? Turn them over so that the roll comes under rather than over. This prevents them from running them off the roll.
If she's a young cat this is how cats act.
Often cats act craziest when they are hungry. Might try changing the brand of food she eats to see if something else satisfies her more.

Get her toys and play furniture, so she won't have to make it up. You shouldn't get a pet and then expect it to sit there like a statue. And punishing it for being a cat is just mean. Walmart has a cheap and cool cloth playground, and you can get some awesome toys and furniture at Petsmart. You will be surprised at the change..

Behavior gave you very good advice. I'll have to try that myself as my newest kitten unrolls the toilet paper. Hey, it can still be used. My rabbit does it too when he's in the bathroom while I clean his cage. He has a ball.
We had a calico cat that unrolled the paper towels. We just put them someplace higher up so she couldn't reach them. Good luck.

If your cat is a kitten, he'll have to outgrow it.
Paper towels weren't a problem with my kitties: We hung the towel-holder inside a cabinet, since wall space was at a premium.

The president is not very bright with a poor understanding of socialism. I predict he will be forced out of office within a year. Venezuela has the biggest oil supply in the world.
