Yes it is healthy.
Ham is not as bad as people think it is. It's had a bad rap for years but is actually better than say, roast beef (takes longer for the body to breakdown and digest the beef compared to the ham).
Make sure the ham is not the "cold meat kind because it can be high in sodium.
Whole wheat is good as well. Don't do butter or margarine and try some Dijon mustard (little on the hot side) to help the metabolism kick in.

If you you mean eating ham with whole wheat bread as a sandwich, I believe is just fine, although it's more like a lunch then a snack. Try having fresh fruit for snacks, that's very healthy. Too much bread isn't very good try to limit the amount you eat1 or 2 slices occasionally is okay.

the ham is good I would 86 the wheat bread. try to get out of the habit of eating any carbs especially processed carbs for snacks. between meals you don't want to elevate insulin levels too much. the easiest way to avoid this is to have protein/fats for snacks. proteins causes the smallest amount of insulin secretion then fats then carbs. when you combine foods there is also an additive effect on the amount of insulin that is secreted. having the ham on a small salad with an olive oil based dressing would be an optimum snack to have

not bad for a healthy person to eat it once in a while. it's like what they used to say about the eggs that was once bad for you, but now they're changing their tone.
but if you are sick, no, ham isn't a healthy snack. drink pineapple juice to help dissolve the fats. if you got a weak stomach (e.g., acidic gut) drink other fruit juices to go down with your snack.

Becareful with processed meats and ham does contain alot of sodium. Lunch meats such as ham are processed with added preservatives and sodium that is not necessarily good for you.
Plus ham is from a dirty animal....
