She is in a fenced yard that goes around my manufactured home, yet she still breaks through and gets out. I put her on a long chain, but then animal control came and gave me a ticket and said that I couldnt have her chained for more than 3 hrs per day.

If she keeps getting out im going to be fined or she will be taken away. What can I do?

Yes mobile home skirting, but not the old kind. The fence is 4ft wide x 50ft long. It goes around 1 side to the back. Thats the only fenced area we have.

Fix the fencing the best you can. If it's too expensive for you to build a new fence then a really economical alternative is to put in an electric fence around the bottom of the old fence.

Place it about 8-10 inches above the ground, that should do the trick. The kit for these fences can be found over the Internet, in animal catalogs and in farm supply/feed stores. They are easy to set up and are extremely effective at keeping dogs in their own yards. And don't worry about her getting zapped a couple times because once they understand where it's coming from they stay well away from the fence.

What the heck is skirting?? A fence ??

Build her a run that is used when she is outside, when she is done, clean up her poop, and bring her back in the house.. If she is out for exercise, give her some time to play, better yet, take her for a walk, then back into the house.
Chaining up dogs isn't a good idea, that's why they made a law against it.. One law that I am happy to finally see...
Exercise, dog run, or make her fence stronger or taller..
I can't see your yard from here, so you have to be more detailed in what you have.. I thought skirting was the stuff that went around the bottom of a mobile home?!?

You can go to lowe's or home depot and by fencing panels and make a dog run for her with a roof made out of a tarp and everyone should be happy. Your dog will be out, but she won't be chained up, she won't be getting out, and you'll be able to relax. They are relatively cheap- i just built a cat room out of them. I think they come in 6x6 panels and then you get one panel with a door.
