i would say satan, he was a person at one point...however if you want an actual person, then that would be everybody, because all sins are equal and nobody is sinless....

What is more evil than murder,?
Taking another's life...the only thing that we really have when you get down to the nubbins...has to be the worst of all evils. Even worse, murder done with glee, and done because of vanity and pride.
God shows his true evil with the story of Job, who is caused misery by God in a wager with Satan. ( I thought gambling was a sin?)
God killed more people directly, or caused more to be killed by his command than Satan, or any of the human characters in the Bible. I know this because it is written in the Bible itself.
The fact that it is all fiction does not negate the palpable evil that is God, any more than we can all agree that Lord Voldemort is evil in the Harry Potter books.
