Get a book like PHOTOSHOP FOR DUMMIES out of the library. They do simple straight-forward explanations that get you going fast.

Most photo manipulating programs have help and tutorial sections available as well as both online pdf form manuals and books(much like the above photoshop for dummies). Paintshop pro is pretty widely used so if you goto Deviantart.com and search under tutorials, you'll find quite a bit of information on how to manipulate and edit pictures. I myself work with Photoshop CS2 and Macromedia Studio 8(for flash though). If you would like myself to do it my email is twyzted.photography@yahoo.com. Email me the picture with what you were looking to have done and I'll be happy to help. I'm generally in Photoshop a few hours a day every day. And if you know what you have in mind but just aren't sure of what tools to use you can tell me extactly what you're looking for and I can walk you through it in email.
