Hi, it's not hard at all.
(a) Any agent that wants money from you (for *any* reason) is a con.
(b) Any agent that will accept your daughter without an audition is not worth being in -- they will have hundreds on their books and won't actually know whether she has any talent. She might get the occassional part as an extra but nothing more.
(c) Type (b) will usually want you to have photographs taken by *their* photographer. Don't do it. It will cost a fortune and you won't own them, they will. Find a good photographer (see below) and have them done yourself, they will be better quality, cheaper, and you'll own them.
Also some agencies use applicants as a resource for their drama classes "she's not quite good enough but spend 5 years doing our drama classes and she might be good enough". Personally I hate these ones as well, but it's not uncommon with proper agents. So you can decide.
What she needs is experience in acting. I don't recommend stage schools (or Stagecoach, but that's a personal opinion) because they tend to turn out cookie-cutter talent. It takes exceptional talent to show through.
Drama classes, acting workshops, getting to do student films (there are usually lots being made). Experience is what counts.
I'd recommend you join the online forum "Not A Pushy Mum" at http://www.notapushymum.com/ it's a UK site and it's for parents of children who want to act. You can always ask them for advice on agencies as well.
On photographers, you need to get the book "Contacts" from http://www.spotlight.com/ it's about 12 quid and lists all the professional photographers in the UK that do the right sort of headshots. It also lists all the agencies that represent children, and all the casting directors in the UK.

Be careful, many modeling agencies are scams, especially if you live in a city that is not a major city, with a lot of fashion, televison and film work. More than likely, you will find schools that charge thousands of dollars and give nothing in return. You are more likely to find a modeling school, rather than a modeling, agency. REAL modeling agencies are in New York City. The agencies TRAIN, for free, those with potential!

Look at their websites. If the website is clear, easy to use and well set out they are probably pretty good.
Also any that ask you to pay are wrong and bad.
Good luck!
Why are people saying 'let her lead a normal life' etc? There's nothing wrong with giving an eight year old a head start in the career they want to pursue.

There's really no way to know without going. You can pretty much tell wether or not they're good from their websites; the talent they display, and how well designed it is. The ones that are legitimate won't make you pay to be in it. They will not get paid until they get their client (in this case your 8 year old) a job, in which case they will charge about 10% of his/her earnings. Hope that helps!

well all agencies will want to see a child but f they think she is THE one they would sign her up straightaway, most want you to put YOUR money upfront for a set of professional pics etc forget them as they are just out for the money and hardly ever use the children!! take her to a local theatre class she would be better off there as its a mine field out there and its not fair to drag her round all the agencies, let her go to a local amateur group first and see how she does from there

oh lorddd. dont put your only 8 yeard old daughter in that business already. come on let her live a little as a normal teenage life. look at whats happened to all of these celebrities already. i mean let her be in a million plays where she wont regret being famous and where she wont get chased around papparazzi =[ . i used to wanna be an actress for 12 years. now i am 13 and i recognize i dont wanna be anything in that area and if i did i would wait until i was past 17. let her live a normal 8 year old NON spoiled rich life. it will change her completely. we dont want an 8 year old stressed out.

just whatever you do dont send her to Barbizon. thats a scam
