Get XAMPP:
http://www.apachefriends.org/en/xampp.html

This will install Apache Web Server, PHP, MySQL, PERL, and other goodies so you can test on your own PC before putting it on the web.

You need to have a Web server running on your computer plus a locally-installed version of PHP. For example:

EasyPHP is based on PHP4, but it's easy to setup even on Windows machines. Includes Apache server AND PHP4 and MySQL in a single install.
