Like Wal-Mart and Lowe's? Are there any any stores that do this besides them? When did they decide to start doing this?
Who are they doing it it for? I'm talking about store signs in both English and Spanish.

Does anyone know what I'm asking about here?

You are right but most of time they use the most used two languages.And remember English is universal also Spanish.But is for that reason,if there were more Chinese or Korean people instead of Latins the second language of the advertisements were chines or Korean.

It depends on their clients, if they have more than certain amount of clients from hispanic background they will put signs in english and spanish. And also will be more lkely to hire people than can speak both languages.

cuz the people visiting our country sometimes dont speak English and some of them that live here to but I think if u live in the U.S.A. then u should learn to speak our language. We would have to learn theirs if we was in there country.

there are more hispanics in the population then white people or to many illegals that cant speak english then there are the white people so that's why stores do that
