I'm not sure about 'preach' but I do know we women are called to teach younger women...
Titus 2:4-5These older women must train the younger women to love their husbands and their children, to live wisely and be pure, to work in their homes, to do good, and to be submissive to their husbands. Then they will not bring shame on the word of God.
-----
This verse would stand in women 'not' being preachers in a mixed congregation
Titus 2:12 I do not let women teach men or have authority over them. Let them listen quietly.
I do know that God thru the Holy Spirit can empower us to do many things.... I think the main thing is to know God, form a relationship with Him and know His voice... if He calls any person/any gender to preach, then they should listen.... but it shouldnt be someone's 'job choice' if God hasnt called them to it

The Apostle Paul seems at first to be against women speaking in church, but if you study further, you see he is really talking about another thing than preaching and teaching. He gives an example in 1Corinthians 16:19 where he mentions a church in the house of a man, Aquila, and his wife Priscilla. Blessings to you.

I have been searching this in my Bible and Concordinance. I have an Abingons Strongs Exhaustive Concordanance of the Bible. It is a HUGE Book!
There is a Devine Order spoken of in 1 Corinthians - Most Christians reject that a woman should have her head covered and long hair - I believe the Bible Totally and I do try to live it! I do have LONG hair and my head IS covered when I pray - and, My Husband is the one to be the head of This Family - It works Beautifully and I have never been happier. That is in 1 Coriinthians 11: 1-19 I think that this speaks clearly.
Now in 1 Timothy 2: 9 - 15 The Bible speaks against a woman to be in Authority or in charge! In also 1 Corinthians 14: 34 It is saying for women to keep silence in the churches for it is not permitted for them to speek under the Law!
Now, the woman are allowed to teach the young and share with other woman but to Preach - NO Not according to the word of God. I have just given the references from my KJV Bible - If others want to get mad at me and claim that I am not Christian and that I am Wrong - That's OK! Because God knows my Heart! I want to follow Jesus All the Way. Not just ways that are comfortable! Maybe 'Thats' what the problem is. People want to keep doing their own way and call themselves Christian. Well, the Bible says We as Woman can not speek in Church Under the Laws of God! Want to argue with 'That' - Not with me - "I'm too small to box with God". He has the final Word as far as I am concerned.
Grace to All.
Peace to All Who Will Read this and Understand it. I DO write it in Love and have not 'quoted' the Bible as I have quite often. It's written in the Bible - you should look it up yourselves and Pray and Let the Lord Guide your Hearts. I Know the Bible Is True. Woman are under Men! We were taken from men. The facts have not changed.
I share and teach young children and share with other woman - That is IN God's Law. We are to Searve - Both Men and Woman - to me I have NO Problem with this - I see other's that do - to me - sad. God has already said so - His Word IS LAW. In the Bible - Paul himself speaks - 'I know that you have contintion about this.' Read what he said further - it's interesting and a Blessing!
Take Care and God Bless!

The bible says No...Scripture proves it
There is perhaps not a more debated issue in the church today than the issue of women serving as pastors / preachers in ministry. As a result, it is very important to not view this issue as men versus women. There are women who believe that women should not serve as pastors and that the Bible places restrictions on the ministry of women - and there are men who believe that women can serve as preachers and that there are no restrictions on women in ministry. This is not an issue of chauvinism or discrimination. It is an issue of Biblical interpretation.
1 Timothy 2:11-12 proclaims, “A woman should learn in quietness and full submission. I do not permit a woman to teach or to have authority over a man; she must be silent.” In the church, God assigns different roles to men and women. This is a result of the way mankind was created (1 Timothy 2:13) and the way in which sin entered the world (2 Timothy 2:14). God, through the Apostle Paul’s writing, restricts women from serving in roles of spiritual teaching authority over men. This precludes women from serving as pastors, which definitely includes preaching to, teaching, and having spiritual authority over men.
God has ordained that only men are to serve in positions of spiritual teaching authority in the church. This is not because men are necessarily better teachers, or because women are inferior or less intelligent (which is not the case). It is simply the way God designed the church to function. Men are to set the example in spiritual leadership – in their lives and through their words. Women are to take a less authoritative role. Women are encouraged to teach other women (Titus 2:3-5). The Bible also does not restrict women from teaching children. The only activity women are restricted from is teaching or having spiritual authority over men. This logically would include women serving as pastors / preachers. This does not make women less important, by any means, but rather gives them a ministry focus more in agreement with how God has gifted them.

Some names that come to mind:
Kathryn Kuhlman
Aimee Semple McPherson
Maria Woodworth-Etter
Joyce Myer
Kay Arthur
Anne Graham Lotz
I would say that is some evidence God has called some women to preach and teach.
If it's OK with the Holy Spirit, it's OK with me.

Joel 2, and Acts 2: "I will pour out my spirit in those days, .... your sons and daughters will prophesy.....on my servants both men and women, I will pour out my spirit in those days, and they will prophesy."
Prophesy= speak to men for God = preach.
Romans 16: Paul calls Phoebe a "help to many, including myself" Greek prefix "pro" on "help" indicates someone who helps by LEADING. Paul thanked a woman who was a great leader to many, including him!
1 Timothy 3:11 - talks about requirements of deacons. It can be translated "deacons' wifes" but the more likely meaning is "female deacons." Check the greek!
God definitely has called women and given his spirit to women in the past. Why not today??

You answered your own question..God gives these gifts to whoever God wants to. God will give these gifts to the people who He chooses....
God gives them to PEOPLE....it doesnt matter whether they are female or male. Look in the Bible, God says that those who love Him should try to bring others to Him. God says to make disciples of all the nations, He means the ones that are saved to bring people to Him. not just males and not just females....He requires it of all people to spread His Word.

Paul says not and you then have to state that he did not have the Holy Spirit within him and then this is opening a real can of worms.

I totally agree with your position.
The Spirit has no "sex discimination".
Paul was full of beans. aboutr a number of things -- being influenced by the holy spirit doesn't make his writings infallible, does it?
