i have been a builder for 50 years and have never heard of a soothing wall ...the hollow wall you ask about is called a stud wall

You are half way there. A normal plaster board and timber frames wall is called studding. The timbers are the studds. The gaps are filled with insulation within the timbers, then the insulation is trapped in between the two plaster board sides.

This is a soothing wall, or sound resistant/fire break wall from timber and plaster construction.

This method is usually used to mask noises from toilet/bathooms, or in doctors wating rooms and similar , and where noise from traffic might affect living.

Yes, it is, but the word is "stoothing". Joiners here in the north of UK call it "stoothing" instead of "stud wall". Entering the word into Yahoo search brought up some construction industry websites which mention "stoothing", eg:
