Daughter's father is US citizen - I want to go back home to my family now we have split (not married) Child is dual citizenship. I would like my daughter to continue to see her father - but I would like to go back to my support network/family. Can I do this?

The child is 4 - she has a US and Dutch passport - obviously I want to do this the legal (and hopefully amicable) way

Here's the trick: how old is the daughter?

Until the child is 18, you need to get a Notice of Travel Consent. The law was sent up to prevent Parental Abduction of children.

Does the child even have a passport? If the child is over 14, you can obtain one without dad being there. HOWEVER, if the child is 13 or younger, you need Dad there to sign off or a notarized statement of Consent for you to obtain said passport from Dad
