No, God does not look down on you when you check out girls in church.I think God is happy that you are checking out girls in church.But try to the dirty thoughts for after church.

First of all, what is your heart telling you? God will place His Spirit within you and let you know if you are sinning.
To qualify that, you need to know the difference between the feeling of condemnation and conviction.
Feeling guilty and condemned and shameful is not from God. Because the Bible says in Romans 8:1 that there is now, therefore, no condemnation for those who are in Christ Jesus. If you are truly sold out to following Jesus Christ, He won't condemn you. If you are feeling condemned for your thoughts, then it is not from the Lord.
The Lord, will however, bring about conviction when you are outside of His will. Conviction, different from a legal sense, is that feeling you get when you *know you are doing something wrong. God will not send you warm and fuzzies when you are sinning, because He cares about you and He knows that sin eventually brings destruction. Of course, out of His infinite love for you, wants only the best. So, when you are doing something that could lead to sin, He will send that feeling in your gut that you know it is wrong.
God made you to procreate, He made you to be attracted to the female so that we would fall in love, marry, and create children. He is not a prude and is not forbidding you access to love and enjoyment of your wife. If you do have a wife already, then you need to remember what Jesus said about looking upon women with lust means you are committing adultry in the heart which is just as bad as actually doing it.
I have a dear friend who struggled with pornography. He said he learned to appreciate beautiful bodies and thank God for the beauty that He created, and when He was thankful, the magnatism of lust and porn dissipated and he then had control over that desire. Romans 1 talks about those who were not thankful to God were given over to the lust of their flesh, and we certainly do not want to be in a place where we are given over to our own lust. That means we have been given up on. I sure don't want God to give up on me. So start out by thanking Him for his creation, not only in women, but in all things. He will hang on to you and help you with any struggles you have with being attracted to other women.
The important thing is for you to know that we all have sinned and we all struggle with some form of it. We can be victorious, however, when we recognize that Jesus Christ has taken the punishment we deserved when He died on the cross. We deserved to be in that place, but because He shed His blood for us, he took our punishment and we can stand before God in heaven with clean hands and a pure heart.
Knowing that, if you truly accept the gift of purity because of what Christ did for you, then you will naturally WANT to try and not sin. We don't want to add any more to what Christ was on the cross for. We choose not to sin, not because it is wrong, not because we might get caught, not because it could harm us, but because it adds to the reason He went to the cross, and we love Christ so much for that, we want to be pure because God sees us as pure, thanks to His sacrifice for us.
Don't be condemned, and if you feel convicted, know God hasn't given up on you yet. And that is a good place to be.
