He sounds like a puppy mill breeder and a lier. If you have his address or phone number, I would report him to the ASPCA, Humane Society, or PETA.

You know I must tell people a 100 times a day never ever ever buy a puppy with out the litter papers being in your hand. This is why. I don't think people will ever learn this. Give it up there is no way you are going to get the papers. Maybe you can help me convince people to never buy a puppy with out the litter papers since you went through this yourself. Never trust a breeder to send you the papers. There is no excuse why the breeder don't have the papers. AKC is very good getting the papers to the breeder in plenty of time. There is also a place on AKC website that I use all the time. I put the parents AKC number in to make sure they are Register with AKC, by the proper people and check how old the dog is. I do this when I stud my dogs out. They give me a copy of the AKC papers and I check them out. I am sorry you learn a sad lesson. But this happens more than you think. I will keep telling people do not buy a puppy without the AKC litter papers until I am blue in the face.

I have to agree, he hasn't been honest with you.
When I sell a puppy I already have the AKC litter registration papers so the owner can then register their dog with the AKC.
As to what you can do, you can have a lawyer send a letter,
but if the puppies weren't registered no matter what you do you can't show in an AKC event, or breed to an AKC dog.
If those things weren't in your plans and you enjoy your dog, then thats all you can do.
If the dog is ill in some way you can sue, but most likely you will have to return your pup in order to reach some financial settlement.
They aren't going to let you keep both the dog and the money, even though a dog without papers is worth less than a dog with papers.

Unfortunately this is the oldest trick in the book. You have been taken by a slick back yard breeder or even worse a puppy mill. I don't know if there is anything you can do, even if you contacted AKC they may have a report on him so you can file a grievance against this person only if he is registered with them.
I'm afraid you'll never see any paper work for your pup.
A tough life lesson learned.

Papers go with the pup when it is picked up (or shipped). You've been duped my friend!
Are you in Arkansas also?
You could try to send him a certified letter.
The breeder does not have to be a registered kennel with the AKC for you to put in a grievence. If the dog was sold to you under the pretense it was from AKC parents and AKC registered or registerable, you can file a report on him. AKC may or may not investigate it.
If they were advertised as AKC and you live within the same state, he can be charge with FRAUD (check with State Attorney's Office). If the pup was shipped to you, it could be classified as InteraState Fraud which is a Class A felony! (State Attorney's Offices love this one and usually jump all over it)

If you have an address, you can try to file a police report. But I agree with the others, she's probably from a puppy mill and he does not have her papers. A good breeder would have given them to you on the spot, and you would probably have had to sign a contract. If you were planning on letting her have any puppies herself, I'd strongly urge you to spay instead- there is no guarantee that she's even purebred or that her bloodlines are genetically healthy. :-( But the good news is she's still a wonderful pet regardless of where she came from.

You can try to send a certified letter. It may not be worth the hassle. Are you going to breed your puppy in the future? Are you going to show the dog? If none of these apply then it is just a piece of paper. If your puppy is healthy and happy then just let the issue drop.
By the way, since you are not a professional breeder I would advise against breeding. For your puppy’s sake, have him/her spayed or neutered as soon as they are old enough. It is better for their health.

There isn't a whole lot you can do about it other then report it to the states Bureau of consumer affairs/better business bureau. You can also check on the AKC site to see if the litter was even registered (this is assuming that they were AKC reg. and not from one of the scam registries.)
You were conned.

Never buy a puppy without either papers in hand or a written, signed contract saying he will supply you with papers.
Report them to the AKC.

Maybe he hasn't gotten them back from AKC yet. Or maybe he is not in good standing with them (puppy mill). You only need the papers if you are planning on breeding or showing the dog. Do you have a contract stating he would get the papers to you in a specific amount of time? Have you contacted American Kennel Club? Maybe they can help you.
