First, I have to say, she is not a property. You can't let your best friend have her, although you can choose to "not" start a relationship with her. Let's remember though, she has a say in the matter too. :)
Let's say she dumps Ryan. You have to give her some time to deal with that breakup. You don't want to jump in and be her rebound relationship. Although, I think you should be nice to her, and you should be her friend. Sometimes being friends first can really strengthen a relationship.
As for your best friend? Stop giving him the girls. If he was truly a best friend TO YOU, he would not be taking all your girls. And if the other girls didn't really matter, but this girl does, then why step back so your best friend can use her? I know you do everything with this person, but it sure does sound as if you are the better friend to him than he is to you.
Ten years from now you don't want to be sitting miserable thinking about the girl you let get away. Now, if out of respect for your friend, you don't go after the girls he has interest in, that is very decent of you. He should show you the same respect.
What sticks in my mind though, is that you say you love this girl. That being true, your best friend should step off and let you pursue this possible relationship. I would also recommend you give your friend a chance to be a good friend. Let him know how you feel about this girl and ask him to back off. If he does, a true friend he is. If he doesn't, then consider this, does he deserve your friendship?

Umm, this 'girl' that you really 'love' isnt 'up for grabs like at an auction sale. You shouldn't be sitting there and pondering if you should LET your best friend 'have her' or if you should make a 'move on her'....First off she's a person...you should Respect that.
IF Kristen decides to leave Ryan, who's to say she'll "jump" right into another relationship? and if your best friend knows you really have a thing going for this girl...he should respect that and back off. She's not a 'pawn' in some chess game. I think you need to really ask yourself...why you want to date this girl? and why you would consider "letting" your best friend "have her" as he always gets the girls.???

If you really love this girl, don't give her up to your friend, if you do, you will never know if she is the one for you.
Let her know NOW how you feel, be honest with her, and tell her that when she becomes available, if she is interested, to give you a call. Until then, work on your self-esteem, sounds like yours is kind of low right now. Be confident in yourself, quit taking the back seat to your friend, if he is really your friend he wont get in the way.

I say make a move cuz if he got all the girls before you should teel him if he could let you get this girl, and if he won't then i will give you my modoe " they'll get over it or they won't " you probably have more friends so go for the girl before youre bf does! I know that it would make your friend either mad or if he were a good friend he would support you all the way! so, good luck with the girl!

It's not going to happen. Why? Because, Kristen and I have been a secret item since junior high and she told me that she would never leave me for a guy. It's all just a front - till she's got the courage to come out and we can go to Canada to get married.

Stay out of it, she is still in a realtionship and let her decide who she wants, your friendship is more important than this girl who can't decide who and what she wants.
Your friendship with your best friend is more important, I have seen to many friendships end between friends over a girl.
Girlfriends come and go, but friendships like yours and your buds, they are rare to find.
Hang on to your friendship with your friend and when this girl decides who and what she wants out of life she will let you and your friend know!!!!!
