The area is now covered with tar and leaks into the room below. What is the best procedure? Should I apply a rubber roof and then tile or what? Thanks

A company named Schluter makes products that can do that job. You are going to need to find someone VERY knowledgeable though. Water drainage is extremely important for this job. Try looking up a DAL Tile dealer in your area and have them put you in contact with a Schluter rep.

Check with the local building codes and see if it is allowed. You would hate to spend the money and then have to tear it down because you violated the codes.

I would get the roof repaired before anything. If you want to tile the area, you will need a firm and sturdy base to start with, if not then you will have cracking problems with the grout or breaking the tile.

I would build a base of lumber with joists and cover with tar paper and use concrete board for subflooring and tile over that. good luck sounds nice.

You must put a plywood subfloor down, the thickness
depends on the strength of the roof. Use screws, not nails.
You can then put anykind of floor down you want. Make sure to seal the grout.
(I would not use cement board, it will eventually crack do to movement of the house)
On the ceiling,underneath screw in 1/4" plywood, calk the joints w/ an oilbase product and prime w/ Pro-Block(Sherwin-Williams). If you want it to look special, apply a textured coating.
