I believe,once again,that this question belongs to the topic of electric charges.I would be grateful to get an answer

Some air craft have tyres made of conducting rubber to bleed off excess triboelectrically generated static charge in a safe way when they touch down. If the excess charge was not deliberately led away to ground and if accidental discharge to ground during unloading and disembarkation did not happen then there is a small chance that sparks might fly during refuelling ( if refuelling procedures were not followed) and an even smaller chance that this might cause a problem.

the air passing over the craft at 600 mph + causes a static build up if the plane were able to land as soon as people got out and touched something that was grounded it would give them a shock of their life the last shock

So that when it lands it can discharge any static build up to earth. Otherwise there would be a difference in potential between the aircraft and earth which could cause a shock or an explosion.

reason::conducting rubber would continually discharge static electricity,prevent it from accumulating to the point of spark peril,and could cause fire coming from aero plane fuel
