I'm guessing you mean a tootsie roll lollipop?
I can never do it without biting!
I get to around 100 then i get tired and bite the crap out of it!! lol
so I know its more than 100
but there are so many variables that it all depends on the licker.
A small child would need a lot more licks than a grown adult because they have smaller tongues.
And then you would have to go into the debate on what constitutes as a lick.

There is no "middle" on a Tootsie Roll. It's all "chewy center".
