I am unable to see the structure ! . If a C is attached to 4 different atoms, groups, or molecules, it can be a chiral: CHDFCl is chiral, so also deutro ethanol [CH3CHD OH] The absence of center, plane & n-fold alternating axis of symmetry is the absolute test for chirality. Pl. see any good Organic Chemistry text book [IL. FINAR]!
