i have a 92 honda accord and wanted to know where would i plug the diognostics test wires onto the car. Is it in the car or under the hood where I do it?

In 92, I was thinking they were still under the hood. It was around 96 when they started going under the dash, I believe. As for Honda, I'm guessing they did the same thing.

You have an OBD-I vintage vehicle, and the computer itself may have a lamp on it that flashes the diagnostic error codes when you activate the diagnostic mode. Look behind the passenger side foot kick panel for the computer. All OBD-II vehicles have the diagnostic connector under the dash and steering wheel. Many American cars read the OBD-I codes out on the dash check engine light.

The test port is located under the instrument panel, probably very close to the steering column. You might have to search around under there for a bit before finding it, but it's pretty obvious once you do.
