What was the reason for the 2 hour gap?

The federal order was not to stand down - their financing was momentarily suspended to make a political statement.

Doubt it's a "Federal Order". Feds can't give orders to campus police unless it's a Federal related matter any way.

The perp in this case doesn't fit any MO because by common standards, he is already insane. He cannot be predicted.

The two dead in dorm were believed to be isolated incident. If you look at it by themselves, it's hard to come to any OTHER conclusion. The usual suspect are robbery / rape / prowler, or estranged / ex-boyfriend and such. Who'd expect a mass murderer started by killing only two people, went off to mail his farewell package, THEN go to class and kill more? He does not fit any existing MO.

Remember, he is INSANE by our standards. That means we will have trouble thinking like him. His logic is NOT our logic. What makes sense to us will not to him, and vice versa. Thus, there will be no way of predicting his next move.

Thus, the 2-hour gap is meaningless. It's 20/20 hindsight.

How many shooters in history have shot a couple of people, left for a few hours, then come back to finish the job? I can't think of a single one. It is kind of like the 9-11 attacks. If we had shot the planes down we would have saved a few thousand lives, but since no one had done it before, we didn't think it would go down that way. Hopefully we learn from this and take more precautions in the future when something like this happens.

They assumed the shooter was a boyfriend of one the deceased. They were just too sure of their conclusion. And honestly if you follow the story it is hard to blame them.

They had to grab a coffee and a dough-nut then they arrested a 7 year old boy on a dirt bike.

Because they were afraid of being charged by public opinion with using racial profiling so they let him go.
