Yes you can be. Omitting is about excluding some details where as lying is falsifying information you are giving. If you are talking about the law it's a crime to not tell them something important. So technically you can tell a true story without telling it all and not be lying but if you start fibbing on some details then you are no longer telling a true story.

Depends on the story. If you are purposely leading a person to a false conclusion by exclusion of pertinent details, that is lying, in my opinion.

Yes. lt is to cover up something and not wanting others to know about it. lt could be trivial or really grave. lt's like a husband telling his wife he went out for a drink with friends and not telling that he flirted with one of his girl friends and got carried away.

if you tell your husband you went to the grocery store - but didn't tell him EVERY last thing you bought at the grocery store - no it's not lying
If you tell your husband that you went to the grocery store but don't tell him you went right after you left his best friends motel room - you are lying and since you are asking you probably are lying - now you have to decide if this person is worth coming clean to - if he is going to beat your a.ss he deserves to get lied to if not come clean
