It's not against the law to fall down the stairs. If someone pushes you or you push them, i.e. if the falling down the stairs was caused by someone else, then no, that's not legal, it's assault.

some people feel that they have a right to fall. i'm serious, if you don't want help getting down the stairs and you fall, that's legit.

Well, i believe in the forty's and fifty's it was illegal. I dont know if it is still illegal today though.
