Cho because he killed 32 people with so much hate. Kim Jong Il is a President of North Korea and I don't think he hasn't killed a person yet. He is a coward, because the last time he hid underground after he tested a missile to the sea of Japan.

Kim Jong Il. He may not have killed anyone (or that I recall), but he's doing his damnest by starving some of them. I don't think that Diane Sawyer showed you any of North Korea's poverty side (or seen it herself), but I can tell you from my grandma's experience (when she was allowed to go) and from pictures that the poor are starting to look a lot like the starving kids of Africa.
Seung-Hui Cho was just a guy with issues who has killed 32 people. He did it out of whatever reason was in his mind.

Kim Jong Il, obviously, as he was responsible for far more deaths. But as he isn't real, it's no contest really. And both are just screwed in the head.
