how do i get in cerulean cave in pokemon leaf green?

They changed it in leaf green and fire red. In the orignial games, blue and red, you only needed to beat the elite 4 and you could enter the cave.

In Fire Red and Leaf Green, you'll need to beat the elite 4 for the first time and complete the events on islands 1-3. Then make sure you have 60 Pokemon registered into your pokedex and talk to professor oak and he'll give you what you need to access islands 4-7 and the national dex. Complete all the events (get the plates, defeat team rocket) and then head back to the elite 4.

The Elite 4 will hav changed their rosters and have new pokemon and they're all powered up. Once you defeat them, the second time, you can now enter the cearulean cave and catch Mewtwo.

I'm guessing you're new to pokemon? I've been playing since I was 4 or 5, and if you played in red or blue, you syhould know you need to beat elite four to get int it, the boss in there is Mewtwo and it does not respawn like any other legendary

First you have to beat the elite 4.
