It's probably just trying to adjust to the new tank and different water. There isn't really anything you can go for him at this point, moving him or bothering the tank would only make matters worse. I would suggest turning off the light on the tank and just allowing him a little time to try to adjust and hope for the best. Odds are good he'll be ok though.

First, make sure you established your aquarium right - it should have been set up and running for at least several hours before adding the fish in order to aerate the water. If you poured in water, added conditioner, and then added the fish immediately, they have no oxygen. Make sure there is plenty of surface movement in the water.
Next, you have to consider ammonia and nitrite. If you brought your water in to be tested when you bought the fish, it means nothing. You must test it yourself after adding the fish, and do water changes to keep levels down. If it is a new tank, test the water daily and make sure.
And the bad news - yes, a 10 gallon is much too small for these fish. They grow big and are territorial, and nothing less then a 30 gallon or so is really appropriate. Even if they live past this problem, they will never grow to full size or live a full life in this tank, and as they get older you'll end up with aggression issues.

He's probably in osmotic shock. He's not used to the water. You need to get them accustomed to the new water slowly. You put them in a small container in the water from the bag they came in. Then add small amounts of your tank water a little at a time, like every hour or so. Once they're used to the water you can put them in the tank. You probably won't be able to save your new angel now, but remember for next time.

If you have a filter, that may not be enough. An air curtain will help air flow around the tank. Or it might be that it's not used to the water. Adding remedy sea salt helps alot and so does any form of fish medicine, they don't have to have a disease in order for you to use it, it actually helps preventing diseases.

hi might not have enough oxygen in your tank. you might have to get a oxygen filter, make sure you do get one if thats the cause.
