Your vacuum solenoid is stuck open. The rectangular black thing that the vacuum line from the EGR valve hooks up to with wires going to it too, it's alowing the EGR valve to open too soon, or too far.
Electronicaly controled......

If it's your egr valve than remove it & clean it with carb cleaner. Blow through it before & after cleaning the valve. See if you can tell any difference in the flow. If not, replace the valve. If it is an egr restricted flow problem it could be in the exhaust manifold flow. You would need to remove & clean the manifold. Sometimes this can be difficult. You may need a wire brush to get into the smaller areas/ports under the manifold. Better left to a professional if you don't work on cars alot. Fuel additives will not do much for this. If you take it into a shop with a fuel system cleaning machine that will power flush the fuel rails, thottle body, etc. than that may help. If you can repost your question with the exact complaint I may be of more help.

i own a repair shop and i have ran across this problem before ,you have to clean the port out for the egr valve also before you put the new one on it,or it will get stuck open which may be whats happening to it now,and you can get a bad one,i been through this with a 90 model blazer ,and i put a new one on it,and it did exactly like yours is doing,without thinking about it, i tried everything else but the egr valve,and come find out i had bought and installed a bad one,they replaced it with no problems ,but it did cause a lot of head aches in the process,so if it was me working on that one id clean the ports for it and also check the new valve,it could be a bad one,good luck with it hope this helps.

There is nothing you can put in your gas tank that will fix an EGR valve. EGR (Exhaust Gas Recirculation) valves mount between the exhaust and intake systems, so any additives you put into your fuel will be burned off prior to getting to the valve.

Along with the soliniod that swiches the egr valve, check the vacuum line of the tbi unit. The one on my 88 chevy was clogged.

You could replace ALL the vacuum lines in & around the intake manifold. I scrapped a 307 olds engine & used a 350 in my cadillac. Alot less vacuum lines to figure out on the chev motor!

You have got the vacuum line attached at the wrong vacuum source,it should be ported vacuum not manifold,in other words there should no vacuum present at the end of the tube with the engine idling,only when the throttle is more than a quarter open
