Only the high beam would work on the left headlight, so I replaced both..just in case the other would burn out soon. But now the left headlight is dimmer than the right; on low and high beam. Not sure if this is related, but I do have "LIGHTS" on my instrument panel that is on all the time, but I had this before I had the problem with the headlights - I had a burned out tail/brake light in the rear, I replaced bulb, but the LIGHTS indication stilll appears.

Thanks for help and suggestions.

The dim headlight is caused by a bad ground, clean the headlight connectors with hot water this will femove any corrosion.Your other problem may be solved by replacing bulbs in pairs, the tail/brake warning system works by measuring resistance in the circuit, the bulb that you rteplaced may have a lower or higher resistance than the bulb that you did not replace.

If you're new bulbs are dimmer than you're old ones than you probably bought the cheapest or "OEM" quality bulb. If you compare the factory lights on any 80's car to say a "Sylvania Silverstar" the newer bulbs are alot brighter. Some new cars low beams are really high beam bulbs & they put a piece of metal in to cut the light down. So the right thing to do would be to buy both a left & right set of bulbs of the same type. Or just ditch the foreign crap for GM.

There is a ground wire on each light assembly to complete the circuit to the bulbs.

This may take a couple hours, but you'll need to check the ground wires at the faulty bulb housings wires to the body of your car. Make sure they're tight, and clean. (to the body)
