Are there any provisions in Roberts Rules of Order for removing a non-performing officer since our organizational bylaws have no provisions for removal an officer?

Usually the by-laws will usually have a section reguarding the requirements of the offices. Read through those.

If the officer has failed to meet the requirements of the position, you can ask that they be removed from office at the next general meeting. Normal procedure is to ask the officer to resign from the position and then have an emergency election taking a meeting or two (depending on the by-laws, one for nominations and one for the election).

Since you do not seem to have that in your by-laws, ask the President to formally consider the removal of the person from the office they hold. State your reasons for the request during the "Good Of The Order" section, usually at the end of the meeting.

Also ask for a change in the by-laws concerning the area of removing officers from their positions.
