Get a shop manual from a parts store or the library, locate the pressure relief valve, remove it from the pump housing, wash it of with some sort of solvent, obtain some crocus cloth this very, very fine polishing cloth,it's like sandpaper.polish the metal surfaceof the valve until there no nicks or burrs on it wash it off again and reinstall into the pump, fill container up and start engine DO NOT allow it to run low when you are filling it,turn from full left to right and see if this has cured your noise. Most pump noises are caused by the fluid being aireated as it passes through the valve

check that the hoses aren't swelling when you turn. second make sure you are using the proper fluid. I know it sounds dumb but you never know. Dodge might have put something completely different in at the factory. Third , Have you been replacing the pump? If you have you might have cavitated the pump(starved) causing the vains to become warn out really fast. And finally, do you have huge tires on it? If so You are wasting your time with stock pumps. You will need a heavy duty one from a one ton. This will supply the proper amount of pressure to remedy your problem. Hope it helps.

Do you have a pressure relief valve that is not doing its job when you come to the full lock.~~ I have a Ford Courier ute and the instructions say do not try to turn on full lock at all as it can damage the power steering mechanism.

Have the steering box checked by someone educated in that field.
If it's misadjusted, it will always require power from the pump, as opposed to only requiring power only when you turn your steering wheel.
That will cause the fluid to overheat and ruin your pump.

What part/parts were replaced? Did they completely flush the system? Sounds like you need to take it somewhere else.
You can go around in circles forever with power steering unless the job is done complete.
