I had a dugout or pond dug- in a low , marshy area, but it hasn't filled with water yet. Does it take time sometimes?

Has it rained in your area recently? That would help. Is the pond near a water spicket? You may have to resort to filling up the pond with tap water from a hose. Are you certain that the bare hole will hold water? Most ponds, at least the ones that I am familiar with, are lined with a black, heavy-duty vinyl or rubber liner. The excess is brought up the sides and secured with smooth but heavy rock around the entire perimeter. If you use this method, be sure to cut the liner LAST and not too short since the weight of the water and settling of the land will pull inward on the liner.
I don't recommend using heavy clay as a covering over the bottom and/or sides of the pond--it will foul the water BIG TIME--unless you want it for bog plants and no fish. Run-off from another higher source into the pond, if the water passes over loose soil, leaves, and other debris, will also foul the pond water.
My neighbor lined his pond (on top of the vinyl) with small rock for a natural look but now regrets it. Algae has turned all the rock an ugly green.

May be the soil in the hole is to porous and won't hold water.
Maybe you should line the dugout hole with clay soil and tamp it down nice and tight.
or maybe buy a pond liner and seal it that way .
There is also the question of whether it has actually rained where your pond is or whether you have positioned it in such a way that water runoff is not directed into it .
