ooo... people watching is fun, but you also have to take a long some extra stuff to do, the extra stuff helps to suppress the stalking urges (lol)
on the weekend, when its sunny, take a friend to laugh with, and package of cheap crackers, and go to the park... hang out and see what people are doing, feed the squirrels and make jokes about people's bad hair and ugly clothes with your friend
or the mall with a crossword (and a charge card, in case you get the urge for a new pair of sandals)
or a park bench close to the city court house, with nothing, because you don't wanna get your stuff stolen

Wal Mart. You get all kinds going there. From men wearing short shorts and tank tops to overweight women in spandex and sports bras.
I once saw a transvestite shopping for light bulbs at WalMart. No lie.

Really want to see people with their guard down, go to the Zoo and watch the people react to the animals. No phoniness there.
