Your CPU is running exactly as it SHOULD be.
That 3000+ rating means it will outperform a Pentium running at 3 GHz. (not that such a CPU exists, it's just a comparison). It does NOT mean that its core runs at 3 GHz.

I'm guessing you ran a program to find out about your speed & performance.(there is no other way to tell if a CPU is itself running slower) Otherwise it just seems slower than when you got it.
So here goes with a number of things.
Increase your ram or wipe your hard drive so it runs like new.
Wiping your hard-drive probably not what you want to hear, but if you don't increase your ram then system can't keep up to max speed with all you have running.
Also remember that speed is affected by heat in the system. Vacuum out inside computer, including CPU fan & power supply fan.
-Run speeddisk/scandisk & defrag on your hard-drive this will increase system speed.
-Reduce the number of background programs which are running all the time.
Check out the capacity of your hard-drive & make sure you are running less than 80% of that. Less than 50% would be better.
Good Luck This all takes awhile.

What!
The clock rate of a processor does not set the system speed, it is a combination of the CPU + Cache, the mix of functional units, bus speeds, available memory, and the type and order of instructions in the programs being run.

Some computers cannot be overclocked through BIOS (Basic Input Output System), or in other words when you start up your computer, you may have to go and find a program called CPU-Z, on the same website as this program, there will be another program used fo overclocking, use this. The website will give you instuctions on how to use.
