Yes, in any situation, involving any person, at any time, under any circumstances.
You can't be charged with a crime for failure to report a crime being planned, but society requires you to report that crime before it happens.
If you had prior knowledge about a crime being planned and you did not report it then the prosecutor could go after you as a co-conspirator to the crime. If a murder is committed in the commission of a crime than anyone involved in the planning or execution of the crime will also be charged with murder.
If you could stop a school shooting like the one at Virginia Tech or at Columbine then I don’t know how you can live with your self if that shooting takes place! It is not tattle tailing, that only holds for minor offenses, when you are talking about murder or a felony then it goes beyond being a tattle tale, it becomes an obligation to report that crime, hopefully in time to stop it.

Yes, in most schools, teachers are legally mandated to report abuse to, by or about students. If they fail to do so, they can be fined and even serve jail time. Most cases involve child abuse, suicide threats, and drug addiction. Schools in the NE require teachers to write written reports to the principal, the specific community authority, social services, and the police if warranted. The reports can not be anonymous.
