this is because the tenth digit is the first place after the decimal point. Therefore you round the second digit after the decimal either up (if the number is 5 or higher) and down ( if the number is 4 or lower). In this case 9 is higher therefore the 9 turns into a 0 and the 4 turns into a 5.
