topic, it won't move, and no one i call knows.

ipconfig shows ip address as all 0's.

test local host says 'failed to initialize windows sockets interface, error code 0.'

i don't know how to assign a static ip address.

try assigning a static IP address to the adapter. then go to the cmd prompt and try ping the loopback address (or type ping localhost). this is a simple test to see if the network adapter and IP stack are functioning properly

What do you mean stuck? You are not getting IP address? go to start ----->run and type cmd. Then type ipconfig. Do you see an IP address?

Find the DHCP service, is it started? Is this the service that is "stuck on starting" If you mean it wont start, you have problems. Re-install the OS or do some Google on ways to remedy this issue.
