It sounds as though he might have a swim bladder problem This can come from feeding him too much, or the wrong type of foods, but in some bettas, it seems to just be a part of how they've developed.

Try feeding him a little less, or mixing up his diet - use betta pellets (you cn soak these in a little tank water first to soften them), frozen or freeze-dried bloodworms or brine shrimp. They will even eat a piece of a cooked pea with the skin removed occasionally.

If he has trouble getting to the top of the bowl to eat, lower his water level a little.

It sounds like the swim bladder problem. It is caused due to overfeeding which results in constipation and ultimately damages the swim bladder. It also happens due to dirty water at times and also when the fish gets a sudden shock.
Leave him alone for a couple of days, do not feed him and allow his system to clear itself. Also, you don't wanna bang on his tank or do anything which causes more stess to him.
