I'm not going to judge or lecture you here, but. . . .
Why do you want to do this? Do you have a damn good reason? Is your sister dating a heroin addict? Is your mom dating a serial killer? Is your best friend in an abusive relationship? Or, are you just trying to get back at an ex-boyfriend?
Now, I'm not going to lecture you on Magickal Morality. I am not Wiccan, I do not follow the "rede" beyond "Do what thou Wilt," and though I do believe in some form of Karma, I do not accept the dogma of the Threefold Law. I am not here to judge you, or to question your motives.
However, I do recommend thinking long and hard before doing any spell or magickal working. Magick is serious business, not a game. While there is a time and a place for every spell, there are right reasons and wrong reasons to do magick. Before any working, I suggest going down the following mental checklist;
1) Is there truly a problem in any given situation, or is it a problem in my own perception? Will it be solved, or become a non-issue, through a simple change in attitude?
2) Am I absolutely justified in doing this? Will I be interfering in the Will of another person unnecessarily (by which I mean, is this person causing me or another person harm)?
3) Have I exhausted all other options? Is there a mundane (non-magickal) solution to this problem? Have I tried everything I can before resorting to Magick?
4) Finally, I STRONGLY recommend doing some type of divination, such as a Tarot reading, to determine the outcome of the spell/working before doing it. I have abandoned quite a few workings based on the Tarot reading, and have been glad I did every time. The few times I went against the advice of the cards, I regretted it.
Now, I don't buy into a Black/White moral absolutism, but I do agree with most Wiccans that an unjustified spell. or even a spell that isn't carefully worded, can blow up in your face. Spells are like robots -- they do exactly what we tell them to do, but not always what we meant them to do. Does that make sense?

Yeah, blue moons supposed to have something special in it, but really it shoulnd't. Old calendars were based on the moon and had 13 months for the 13 moons of the year. Eostar is the goddess of rebirth and new beginings. It can help your spell if you also make a better, brighter future for each of the couple, just a future apart from each other. It's like trying to get a neighbor to move. you could try to make his money and situations all go bad so he has to move, but it's better and more harmonious if you help him get a promotion so he can afford a better place and he moves away. I've always had better and quicker results with that sort of 'under-handed positivity' than with trying to tear down. Eostar can help on that side if you ask Her to bring new loves into the lives of the partners, so they don't want ot 'tough it out' with each other as some couples will tend to do when things get hard. Same results but different method. Or, use it to enhance what you are already doing.

A blue moon is just the second full moon during a month. It is a matter of luck and is very rare, hence the phrase "once in a blue moon." I wouldn't give them anymore significance than any other full moon.
If you don't want a lecture on the Wiccan rede or the Trifold Rule fine, but at least you know it's coming back to you. Spells are like chickens; they come home to roost.

I won't bother talking about ethics since that doesn't seem important to you.
In your question, you said, "It says to do it...". This tells me that you didn't write the spell yourself. Most experienced spell-casters write their own spells. Are you sure of the reliability of this spell? How do the ingredients of the spell work with your own personal energies? (this is one reason why we write our own spells--we use items that have personal meaning to us and are harmonious with our own energies).
Whether or not a "blue moon" would be better/worse depends on how your magical tradition views it. It doesn't have any special meaning to me because it is dependent on the Gregorian calendar.
The thing that stands out most in your question is when you ask, "is a certain way I should word these request??????". Request? Who are you requesting this of? A spell is not a request. A prayer can be a request. But in spellwork, the one casting the spell is actively causing the change to take place. You aren't asking someone else to do it for you. You are causing the change. You are responsible for it's success or failure. You are manipulating energies. If you are religious, you can ask your deity/ies to help you, but you are still the main person causing the action. You need to have sufficient desire, belief and action to successfully do spellwork. You need to not only know the actions and words to use on the physical plane, but more importantly how to manipulate those energies on a spiritual plane.
Words are very powerful. I've found that using my breath is a very powerful practice in spellwork, especially in the form of words. I can't tell you which words have the most meaning for you. Only you know that from your experience.

First of all, why do you want to break this couple apart? Is there abuse involved, or is it for selfish reasons on your part?
If there is abuse involved there are other, more mundane ways of dealing with it. Or a binding spell on the perpetrator of the violence.
If this is for selfish purposes, then you, my friend, will find yourself in big trouble. That energy WILL rebound back on you, one way or another, and I'm not talking about the Wiccan Rede, as it is not a part of my belief system. That's just how energy works. For every action there is an equal and opposite reaction.

There are a lot easier spells then that.Using the right colour candle and using your own words and energy is a lot easier.Rule #1 never tell the kind of spell your using rule #2 leave no trace of your spell when done Blessed Be

Please don't let today's emotions cause you trouble tomorrow. I'm assuming from your post that you want him for yourself, so instead of doing this, why not do a "bring love to me" spell? If it's him you're meant to be with, everything else will fall into place. You should not "wish" for any particular person to be yours, but it's perfectly okay to ask for certain qualities-even qualities like his.
The god/goddess know far more about what we need than we do, so asking for a particular person may end up bringing with it a windfall of negativity. If you aren't meant for them, then you will only find heartache in the end if you cast for it. You CAN temporarily make a person have feelings for you, but if it's not real then it will be fleeting anyway. Go out and get what IS real instead of just this guy, just because you're attracted to him.

I'm going to try to be as nice as I can when I tell you.....you have no idea what you are in for.Never and I mean never wish harm,or anything negative on another human being it will come back to haunt you 10 fold,its called Karma.For example your wishing that these 2 people break up if indeed it were to happen(whether by this spell or not)you have opened yourself up to a great deal of negative energy,and you are creating havoc for your self more so then others.That is why they say be careful what you wish for,your wish may come true but you will pay a horrible price for having wished something negative to happen to another person.I'm only trying to help you to see this and know or realize the possible error of your ways before you entertain that which you know nothing about.

If you're breaking them up to benefit them, then the spell should work. Be careful of your motivations, lest the whole thing backfire. I don't know which phase of the moon would work best with this specific spell, but there's nothing saying you can't cast it more than once to maximize results, is there?
