No, I wouldn't say it's the lowest form of wit. You have to be quite clever to be able to come up with something wonderfully sarcastic.

To me, sarcasm is NOT the lowest form of wit; it takes an intelligent and clever person to come up with a good sarcastic comeback! Oscar Wilde- now, he was brilliant as far as intelligent sarcasm goes. Same for Dorothy Parker. To me, the lowest form of wit are The Three Stooges, stupid redneck *comedy* (like Jeff Foxworthy). Intelligent people can scathe one with a good, clever, sarcastic comment! I love dark humor. It's the best, because it makes one THINK.

Sarcasm is the highest form of intelligence because you are forced to think on your feet and play off someone else's words. You can't plan out a script full of sarcasm.
It's the lowest form of wit because you're insulting someone to probably get them angered, hence resulting in them doing stupid things that they normally never would have done if calm and peaceful

i actually think sarcasm is the highest form of wit as you need a quick sharp mind for it. bet whoever first said it was the lowest form of wit had no sense of humour and was too thick to do sarcasm themselves, sour grapes!
