Holland is the place that is famous for tulips, and I guess, commercially you can say that tulips come from there.
As for the best time for them to grow, you plant the bulbs in October or November.
In England, there is a practice called "putting tulips into plunge" which is a way of forcing them to bloom by Christmas. I tried it out one particular year.
Bought my specially treated bulbs (how treated? I don't know) in October and then put them into sterile soil (bought in bags from a commercial supplier) in sterile pots which you can clean and dry and expect them to be sterile.
Then I watered the pots, stuck my bulbs into them (three in one pot) and left them in a large box, covered with a lid, in the cold hall beside my front door. For weeks. Then I opened the lid to let some light in. Then brought them into the main house bit by bit when the buds appeared. So the temperature was rising and spring had arrived for these bulbs even if outside was still snowy! Finally, they were in the main house and the temperature was around 70 degrees F (20 deg C). And yes! They were open for Christmas!
If you don't do this, the bulbs are in the ground and around early spring they start to push flower buds out and bloom by April. It looks nicer if all the bulbs are of one colour, or there is a sense of lack of co-ordination of colours.

Tulips originated on the Turkish steppes, but were taken to the Netherlands, where they became extremely popular. From there, they came to North America.
They bloom in early spring, but after snow flowers, scylla, daffodils and grape hyacinths. However, they grow from bulbs, and the bulbs must be planted in the fall. Do this with the root end down, and without exposing the bulbs to direct sun. Water the whole before you drop in the bulb. Before you cover them with soil and water them again, sprinkle some cayenne pepper over them. Yes, you read that right. Many small animals find all types of flower bulbs to be tasty treats, but sprinkling them with cayenne deters those feasts.

They grow from bulbs that are most often imported from Holland. You plant them in the fall and they should be sprouted by now and blooming soon.

Originally they came from Turkey, but the Dutch brought them to Europe and became enamoured of them. They bloom in spring, and you must plant in autumn for them to develop good roots.
